We also help businesses recruit, train, and retain employees with disabilities.
Through this "dual client" approach, we assist individuals with injuries, illness, or impairments achieve competitive employment and increased independence. We also assist business owners and employers through full service business consultation on a variety of business and disability-related areas.
2024-2027 WIOA Combined State Plan
Every four years, the State of Nebraska is required to submit a state plan to the U.S. Departments of Labor and of Education. The plan includes the state's initiatives to support Nebraska residents, including youth and those with significant barriers to employment, into high-quality jobs and careers and help employers hire and retain skilled workers. The 2024-2027 WIOA Combined State Plan effective July 1, 2024 marks an official end to operating under Order of Selection!

Public Hearing: February 12, 2026, 500 South 84th Street, Lincoln, NE 68510
The Nebraska Departments of Education, Health and Human Services, and Labor and the Nebraska Commission for the Blind and Visually Impaired have published this draft of the 2026 Modification to the 2024 - 2027 Combined State Plan for Nebraska’s Workforce System, in compliance with the Workforce Innovation and Opportunity Act. Public comment on the draft is requested during the 30-day period beginning January 30, 2026, and ending March 2, 2026. The plan is accessible online at https://dol.nebraska.gov/ReemploymentServices/WIOA/WIOAPartners/Plans.
Comments on the draft plan may be submitted by email to ndol.wioa_policy@nebraska.gov or by US mail sent to: State WIOA Team, Reemployment Services Division, Nebraska Department of Labor, 550 South 16th Street, Lincoln, NE 68508. Comments on the draft plan may also be provided in person during a public hearing, which will be held at 10am CST on February 12, 2026, at 500 South 84th Street, Lincoln, NE 68510. The hearing will be broadcast simultaneously at the following Nebraska VR locations:

NEBRASKA VR 2026 SUMMER TRANSITION PROGRAM
RELEASE DATE: JANUARY 8, 2026 SUBMISSION DEADLINE: FEBRUARY 24, 2026
Nebraska Vocational Rehabilitation (VR) is soliciting proposals for up to $49,000 for the development and implementation of innovative short-term programs focused on Work-Based Learning Experiences for students with disabilities during the summer of 2026. Nebraska VR intends to contract with qualified applicants for up to four (4) months to develop and implement Work-Based Learning Experiences for eligible and potentially eligible students with disabilities, aged 14-21 years old enrolled during the 2026-2027 school year.
Proposal requirements are available at https://vr.nebraska.gov/resources/proposals/2026_Summer_Transition_Proposal_Solicitation_FINAL.pdf. Proposals are due by 5 pm CT on 2/24/2026 to Nebraska VR at lupe.stevens@nebraska.gov.
Nebraska VR will host an Informational Meeting for those interested in submitting a proposal to address questions about the proposal requirements.
